In October 1 gameplay, star progress toward Prestige increased when paintings sold. If your counter has not moved after finishing a picture, follow that picture through a completed sale and inspect the counter again.
Finished paintings and sold paintings count toward different things. Your rating panel can show stars while the Prestige panel still needs a sale. Keep the painting if finishing it did not immediately change that counter; check it again after selling.
Use a simple sequence to find the missing step:
